Lightfoot Marketplace Up for Review at Tuesday’s JCC Supervisors Meeting

jcc_new_logoWhether the planned six-building Lightfoot Marketplace will be allowed to replace the closed Williamsburg Outlet Mall will be decided Tuesday.

The James City County Board of Supervisors will gather for a meeting at 7 p.m. Tuesday, when it will decide whether to issue a special use permit for Lightfoot Marketplace. Without the permit, the development cannot be built.

Lightfoot Marketplace has been kicked around the county since June, when project representatives brought their initial ideas to the county’s Development Review Committee, a five-member subcommittee of the Planning Commission. The DRC offered up a review of the project on three occasions, each time leading the project workers to tweak the plans to ensure it would be a widely-accepted development.

In its final iteration, the planned retail, restaurant and office development went before the Planning Commission in January and received full support.

As planned, Lightfoot Marketplace would be a six-building development centered on a parking area with a small park and a bus stop gazebo. One building would house Harris Teeter and another, Walgreens. The remaining three buildings would offer a combination of restaurant, retail and office space.

Other Board Business

The supervisors are slated to take up several items postponed from a snow-delayed January meeting. Among them is a public hearing allowing citizens to comment in advance of the fiscal year 2015 budgeting process.

In addition to the continued items, the board will also consider accepting and appropriating grant funding for pedestrian walkways to James River Elementary School and prosecution costs for cases involving domestic, sexual and family violence.

Two additional public hearings will be held, one on a request to add land to an Agricultural and Forestal District and another on a citizen’s request for an easement on county land.

The planned replacement Fire Station 1 in Toano dredged up some title and ownership discrepancies for a section of land near the station that is a former C&O Railroad bed. James City County owns the former railbed, and a citizen’s driveway encroaches on the county’s property. She has asked for a 60-foot easement so she can continue to use her driveway. In exchange, the property owner has agreed to give up any future claim on the property.

The board will meet at 7 p.m. Tuesday in Building F at 101 Mounts Bay Road. The full meeting agenda is available online and the meeting will be open to the public. The meeting will also be broadcast live online and on JCC TV 48. Meetings are rebroadcast at 8 a.m., 2 p.m., and 8 p.m. Thursdays on Community Channel 46.
