The James City County Board of Supervisors will meet Tuesday and will host four public hearings. Registration is ongoing for an adult flag football league. The police department is offering a free firearm safety class and the county is offering a first-time homebuyers class. The next household chemical collection is coming up. JCC Board of Supervisors Meeting
The James City County Board of Supervisors will meet Tuesday in Building F at 101 Mounts Bay Road, starting with a work session to discuss the proposed fiscal year 2014 budget at 4 p.m.
The regular meeting will start at 7 p.m. and will include public hearings on:
- The fiscal year 2014 proposed budget; this public hearing will be a joint hearing with the James City Service Authority
- A proposed addition to the Shops at Carolina Furniture
- Proposed changes to the county ordinances regarding pawn shops and payday and title lenders
- Proposed amendments to county ordinances on landscaping requirements. The new landscaping ordinances would cut down on over planting and would redefine “enhanced landscaping” to include ornamental fencing, public art, hardscapes and other items in place of too many trees or bushes.
Following the public hearings, the board will also consider approval of:
- Issuing bonds on behalf of Virginia United Methodist Homes of Williamsburg, Inc. The bonds will be executed through the James City County Economic Development Authority.
- A resolution requesting the Williamsburg-James City County Circuit Court to extend the time period for issuing General Obligation bonds by two years. The bonds are issued to acquire greenspace or preserve land. County citizens voted in a special election Nov. 8, 2005, to approve issuance of the bonds in a principal amount not to exceed $20 million; to date, $6 million in bonds have been issued and $14 million is remaining. Without the extension, the county has until Nov. 7 this year to issue the remaining $14 million.
- A contract award to PCI, LLC for the purchase of a new Integrated Tax Revenue Software System for $650,000. The system would upgrade the current tax and revenue collection service to make it simpler and more citizen-friendly. The current system is 18 years old and cannot be upgraded or maintained, according to a staff memo to the board. The funds to purchase the system were allocated in the fiscal year 2013 Capital Improvements Program budget. Additional funds are anticipated to implement the system and the proposed fiscal year 2014 budget includes the additional funds.
- A contract award to Kimley-Horn and Associates in the amount of $229,900 for a study of the corridor of Longhill Road between Route 199 and Centerville Road. The study will look at existing and future conditions to develop a “community vision for the corridor that will increase capacity, improve safety, and accommodate all modes of transportation well into the future,” according to a staff memo to the board.

8-on-8 Adult Flag Football League
James City County Parks and Recreation is looking for players for a new 8-on-8 adult flag football league for men and women over age 18.
The league will compete on the multi-use fields at the Warhill Sports Complex from 3 to 8 p.m. Sundays from April 21 to June 23. Prizes will be awarded at the end of the season.
Registration costs $425 per team and ends April 7.

Free Firearm Safety Class
The James City County Police Department is offering a free firearm safety class from 7 to 9 p.m. Tuesday at the Law Enforcement Center at 4600 Opportunity Way.
The class covers basic safety, handling and storage. Hands-on training is not included and personal firearms should be left at home in a secure location.

Planning Commission Policy Committee to Meet
The James City County Planning Commission Policy Committee will meet at 3 p.m. Thursday to discuss an update on the Coordinated Regional Comprehensive Plan process and the Planning Division Work Program.
Meetings are open to the public and will be held in Building A at 101 Mounts Bay Road.

Household Chemical Collection
The next household chemical collection will take place between 8 a.m. and noon April 13 at Lafayette High School at 4460 Longhill Road.
Accepted materials include paints, solvents, glue, gasoline, oil, pesticides, fertilizers, cleaning products, rechargeable batteries, fluorescent light bulbs and more.
Unaccepted items include business or medical waste, explosives, radioactive products, ammunition, gun powder and household trash.

JCC Offers First-Time Homebuyers Class
The James City County Office of Housing and Community Development is offering a First-Time Homebuyers class from 6 to 9 p.m. April 16 and April 18.
People who are currently purchasing a home or are considering a purchase in the future could benefit from the class, which covers personal finances, credit stores, applying for a loan, choosing the right home and what happens at loan closing.
Some applicants are required to complete a homebuyer class prior to loan approval. Participants who attend both sessions will receive a completion certificate.

JCSA Annual Water Quality Reports
The 2012 annual water quality reports from the James City Service Authority are now available on the county website. The seven reports contain information about the source and quality of drinking water from the Central Water System, as well as six independent systems in Glenwood Acres, King’s Village, Racefield, The Retreat, Riverview Plantation and Ware Creek Manor.
The reports must be available to customers by July 1 under Environmental Protection Agency approval. JCSA water customers will receive notification about the online availability of reports by bill messages, email, social media, the county’s electronic newsletter e-FYI and through JCC TV.
Electronic delivery rather than mass mailing saves approximately $8,500. Customers can request a paper copy by emailing jcsa@jamescitycountyva.gov or by calling 757-253-6859.
