Colonial Behavioral Health to Begin Construction on Three New Group Homes

After the York County Board of Supervisors’ approval in the issuance of up to $2.75 million in finance bonds last week, Colonial Behavioral Health is getting ready to break ground on two new residential buildings at the Reserve at Williamsburg.

A third home is also planned for construction at The Village at Quarterpath. The three group homes will each contain four beds for  adults with intellectual developmental disabilities, Executive Director David Coe said.

He estimates construction will begin on the Reserve buildings in the next 30 to 45 days, with a tentative completion date of spring 2015.

The York County Board of Supervisors approved the issuance of bonds in July 2013 for Colonial Behavioral Health to build on Spring Road and Sycamore Lane off Old Williamsburg Road near the Yorktown Naval Weapons Station, but had to reapprove the issuance of bonds Dec. 2 after the agency chose a new location.

Colonial Behavioral Health’s original location for the new residences fell through after a lengthy special-use permit process and opposition within the community caused Coe to re-examine the location. He would not disclose details on that opposition.

“What we ended up finding were locations that were better suited for the types of facilities we are building,” he said.

Once the new residences on Christopher Lane and Caroline Circle in Upper York County are completed, the adults in Connections — Colonial Behavioral Health’s intellectual disabilities residential services program — who are living in apartments and smaller homes in multiple Hampton Roads localities will be relocated to the new residences.

There will also be Colonial Behavioral Health staff in the homes 24 hours a day to care for the adults, Coe said.

“We’re very happy with how things have worked out over the last year,” Coe said.
